 متن بیانیه زبان های فارسی و انگلیسی به سران کنفراس غیر متعهدها. تاریخ انتشار شنبه 4 شهریور 1391

 عالی جنابان، سران کشورهای غیر متعهد

 حضور شما در ایران را در این ایام بسیار حساس وسرنوشت ساز که خیزش های مردمی منطقه را فرا گرفته و ملت های ستم کشیده ای براینجات خود بپا خواسته اند ، برای شرکت در اجلاس سران کشورهای غیر متعهد، خوش آمد میگوییم.

 جنبش کشورها ی غیر متعهد که اولین کنفرانس خود رادر سال ۱۹۶۱ برپا کرد، گام بلندی در راه استقلال بسیاری از کشورهای جهان سوم برداشتو اتحاد آنان را به نیرویی مستقل در جهان تبدیل کرد و دست آورد غرور آمیزی در راهاستقلال ورهایی از وابستکی ازقدرت های بزرگ عرضه نمود. اما با رشد ملت ها و جامعه بشریو توسعه مفاهیم سیاسی و اجتماعی، دیگر نه دموکراسی را می توان درحکومت اکثریتمحدود ساخت و نه شعار “همه انسان ها برابرند” با دیدگاه “توماسجفرسون” پاسخگوی نیازهای این زمانه می باشد.

 استقلال نیز چنین است، اگر در گذشته استقلال حکومت ها وعدم وابستگی کشورها مورد نظر بود،امروزه دامنه آن، استقلال ملت ها را نیز در برابر حکومت های خودکامه در برمی گیرد.امروزه فعالین سیاسی واجتماعی نه تنها استقلال حکومت ها در صحنه بین المللی را طلبمی کنند، بلکه خواستارحقوقی هستند تا ملت ها نیز با استقلال رای بتوانند آزادانهدر اداره کشورشان مشارکت کنند ومانع اعمال زور حاکمان برای ایجاد خفقان و ممانعت آنهااز استقلال فکری و فعالیت سیاسی ملت شوند. ملتی که استقلال عمل و حق اظهار نظر درامورکشورخودش را نداشته باشد، چگونه می تواند فهم درستی از استقلال در صحنه جهانیداشته و ایجاد رابطه سالم با دیگر کشورها را مفهوم عمیق تری از همه کس ستیزی بداند؟

 انقللاب با شکوه ومردمی ایران در سال ۱۳۵۷، ایرانرا تبدیل به یکی از مستقل ترین کشورهای جهان کرد، اما دیری نپائید که قشری محدوداز جامعه، انقلاب را در انحصار خود گرفت و هر روز با تسلطی مستبدانه فضای سیاسیکشور را تنگتر کرد تا سرانجام در انتخابات دوره نهم ریاست جمهوری ایران در سال ۱۳۸۸با استفاده ازنیروی نظامی و امنیتی در انتخاباتی شبه کودتائی و سراسر فریب و تقلب،بساط آزادی را در کشور درهم چید و از هیچ ستم و اجحافی دریغ نکرد.

 به این ترتیب هزاران نفر زندانی و بعضا زیرشکنجهکشته شدند. سرکوبگران با تسویه ای استالینی رجالی را که انقلاب را به ثمر رسانده وسی سال کشور را اداره کرده بودند عامل بیگانه و جاسوس خارجی خوانده و با دادگاههای نمایشی، آزادگان اصلاح طلب را به حبس های طولانی محکوم کردند. آنها به امیدآنکه جنبش سبز را، که پیشگام بهار عربی وجوشش مردمی در منطقه بود، در نطفه خفهکنند، دو کاندیدای ریاست جمهوری را، به رغم سوابق طولانی شان درمهم ترین پست هایسیاسی پس از انقلاب، در خانه های امن زندانی کردند.

 اینک پس از ثلث قرن، انقلابی که می توانست الهامبخش مبارزات مردمی و اصلاحات بنیادینی در منطقه باشد، چندان بی اعتبار شده کهرهبران خیزش های مردمی در منطقه می کوشند حساب خود را از انقلاب ایران جداکنند تا همهویت شناخته نشوند.

 از شما سران کشورهای غیر متعهد انتظار می رود در مدت حضورتان در تهرانازحکومتگران ایران بخواهید به شما اجازه دیدار با سران جنبش سبز، آقایان موسوی و کروبیو سایرآزادگان اسیر را بدهند تا واقعیت ها را بهتر بشناسید. شما که به خاطرتلاشبرای استقلال ملت ها شناخته شده اید شایسته نیست باسکوتتان توجیه گرو تایید کننده حکومتی باشید که به بهانه واهی مبارزه با بیگانگان و پاسداری از استقلال کشور به سرکوبملت خود می پردازد.

 ملت ایران با تمام بی عدالتی و ظلمی که تحمل کرده، هم چنان بر مبارزات قانونی و مسالمت آمیزخود پای می فشارد وبر این باور است که هر گامی در افشای واقعیت آنچه در ایران می گذرد، در راستای سلامتمبارزات ملت های منطقه است و سنگری مستحکم در مقابل سیاست های تجاوزگرانه دولت هایاستعمارگر و ایادیشان در منطقه می باشد که می کوشند خیزش های مردمی منطقه را بهانحراف بکشانند وبهاری را که امید است از بیداری ملت هاحاصل شود به خزان تبدیلکنند. سیاستی که حاصلش یا تسلط حکومتهای مستبد خواهد بود یا وابسته به ابر قدرت ها،که هردو آفت استقلال واقعی ملت ها خواهند بود. رسالتی که از سران کشورهای غیرمتعهد در این زمان انتظار می رود، تلاش برای تحقق استقلال ملت ها ست، نه بسندهکردن به استقلال حکومتها.

Weare happy to welcome you to Iran for the summit meeting of non-alignedcountries at this critical period during which popular uprisings have taken placethroughout the whole region and when oppressed peoples are striving foremancipation

 

The movement of Non-aligned countries of which the first summit meetingtook place in 1961, was a great step forward for the independence of many Thirdworld countries. It also transformed their alliances into an independent forcein the world. This brought hugely encouraging results in these countriesconcerning the major powers.  Howeverwith the development of nations and human societies and the growth of  socio- political ideas neither democracy asdefined by a majority vote nor the slogans of Thomas Jefferson proclaiming theequality of all human beings, suffice to satisfy today’s requirements. The sameevolution concerns the idea of independence which in the past signified the independenceof governments and countries vis-à-vis foreign countries.

 

Today the concept of independence includes the independence of nations withregards to authoritarian, despotic states.  At the present time, social and politicalactivists not only defend the independence of states on the international scenebut also fight for the rights of nations to participate freely in the governingof their own countries.  Thus they workto stop the authorities of any country from oppressing its people andpreventing the independent growth of their ideas and political activity.  How can a  voiceless people deprived of independence inaction and the right to express its opinion in managing its own countrypossibly be independent in the fullest sense of the word on the internationalscene or be able to develop good relationships with countries in a state ofglobal tension?

 

The great popular revolution of 1979 transformedIraninto one of themost independent countries. However shortly afterwards a narrow segment ofsociety took power into its hands and established a permanent state ofrepression which day after day limited the scope of political activity. Thiscontinued until  the presidentialelection of 2009  –  practically a coup d’état, staged with thehelp of military and security forces when the regime broke up the basis of freedom anddid not hesitate to use all means of violence and injustice.

 

In this way thousands were imprisoned and many killed in torture. UsingStalinian methods the oppressors purged those political figures who had workedto make the revolution bear fruit and had governed for 30 years. They accusedthem of espionage and of playing into the hands of foreigners.  In a masquerade of justice, reformists weresentenced during rigged trials to long prison sentences.  Likewise, in the hopes of nipping in the budthe green movement which constituted a forerunner of the Arab Spring and thepopular movement in the region, two presidential candidates were kept underhouse arrest, in total disregard of their previous level of responsibility inkey political positions after the revolution.

 

Today, a third of a century later, the revolution which might have beenthe source of inspiration for structural reform and the struggle of peoples in theregion has been so discredited that the leaders of popular movements are quickto distinguish themselves from the Iranian revolution so as not to beidentified with that event.

 

We hope that you the participants in the summit meeting of non-aligned countrieswill ask the Iranian authorities to allow you to visit the two leaders of thegreen movement, Mir Hussein Mousavi and Mehdi Karoubi as well as other imprisoned freedom fightersso as to inform yourselves of the reality of the situation inIran.

 

It is difficult to understand why the honoured members, renowned for theirinsistence on the independence of nations, should remain silent and condone aregime that continues to exploit empty pretexts to restrain national independenceand oppress its own people.

 

In spite of all the violence and injustice to which the Iranian peoplehave been subjected, they will persevere in using legal non-violent means tofurther their struggle. The people is convinced that every step taken todenounce the reality of events inIranacts as a guarantee for the struggle ofother peoples in the region.  Thus they mayfind a way of erecting a defence against the violent policies of potentiallycolonialist states and their partners who try to subvert the regional popularuprising and to transform the spring of enlightenment of the nations intowinter.

 

These aforesaid policies result only in according total control to thedespotic powers-that-be or a state of dependence on superpowers. Either outcomeis detrimental to national independence. The mission of the non-aligned nationsshould therefore be to combat on behalf of national independence rather thensimply limiting itself to independence at a merely governmental level.
